Core Requirements

What Are the Basic Requirements for Digitizing an Arbitration Center?

The basic requirements for digitizing an arbitration center span three dimensions: Technical — a specialized platform and secure infrastructure; Legislative and procedural — updating the center's rules to accommodate digital procedures; and Human and training — qualifying staff, arbitrators, and parties on the new platform.

First: Technical Requirements

Infrastructure

  • Reliable internet connection with sufficient speed for remote hearings (50 Mbps minimum)
  • Modern computers for administrative staff supporting current browsers
  • High-quality screens for video hearings
  • Cameras and microphones for hearing rooms

Technology Platform

  • A specialized arbitration case management platform (not a generic solution)
  • Document management system with electronic signature
  • Party portal with full Arabic support
  • Institutional email system on the center's domain
  • Automated backups and a business continuity plan

Second: Legislative and Procedural Requirements

  • Review the center's arbitration rules and add e-arbitration provisions
  • Define approved digital procedures: how to submit requests, send notifications, sign awards
  • Establish a policy for accepting digital documents and their validity standards
  • Define the mechanism for electronically verifying party identity
  • Confirm that digital procedures align with Arbitration Law M/34 and its regulations
  • Establish a data retention policy compliant with PDPL

Third: Human Requirements

  • Appoint an IT officer or contract with a trusted technology partner
  • Train administrative staff on the platform (case manager, secretary, registrar)
  • Train arbitrators on digital arbitration procedures and platform tools
  • Prepare an Arabic-language user guide for parties and their legal representatives
  • Designate a technical point of contact to support parties during the transition period
3readiness dimensions your center must assess before starting
2–4weeks for institutional preparation before platform launch
4–8weeks to full launch with Tahkeem

Centers that fail at digital transformation typically fail on the human dimension — a good platform alone is not enough without effective change management and appropriate training.
